The term “Eye of Sauron” has been used to describe two very different Israeli innovations: a massive solar power tower in the Negev Desert and a complex network of AI-driven military surveillance systems. However, it is the latter—the advanced technology for surveillance and warfare—that has drawn the most significant global attention and concern, redefining modern combat and raising profound ethical questions.
The physical “Eye of Sauron” is the Ashalim Solar Thermal Power Station, a 240-meter-tall tower in the Negev Desert that uses approximately 50,000 computer-controlled mirrors to concentrate sunlight and generate electricity. Completed in 2019, it was once the world’s tallest solar tower, with its glowing receiver visible for kilometers and even from space, leading locals and social media to nickname it after the all-seeing eye from The Lord of the Rings. While an impressive feat of renewable energy capable of powering roughly 120,000 homes, this tower serves a purely civilian purpose and is not a surveillance or military installation.
Far more consequential is the technological warfare apparatus that has earned the same ominous moniker. This system is a sophisticated integration of mass surveillance, artificial intelligence, and autonomous targeting, functioning as an “algorithmic kill chain” that compresses the time from identifying a target to executing a strike. The core of this system comprises several distinct AI platforms: “Lavender,” which analyzes vast data streams—from biometrics and satellite imagery to social media activity—to assign each individual a “suspicion score” and generate kill lists; “The Gospel” (Habsora), an “objective factory” that processes structural changes in buildings to recommend targets and even the appropriate munitions; and “Where’s Daddy?”, a tool used to track targets in real-time, often waiting for them to return to their families or civilian areas before a strike is authorized. Human operators are said to merely “click confirm” on pre-selected lists, a process that significantly reduces the psychological burden of lethal action and accelerates the pace of warfare. Israel has reportedly stated that AI is a “force-multiplier,” with one system generating 100 human targets per day, a stark increase from the 50 per year possible just years before.
This AI-driven approach is not limited to Gaza. In the occupied West Bank, Israel has deployed a biometric surveillance network known as the “Wolfpack” system, which includes “Red Wolf” for facial recognition at checkpoints, “Blue Wolf”—a mobile app used by soldiers with incentives for photographing Palestinians—and “White Wolf,” accessible to settlers. This system creates a comprehensive database that tags individuals with color-coded security labels, effectively turning the lives of Palestinians into an “open prison” where even daily movement is dictated by an algorithmic judgment. Soldiers have reported that this process dehumanizes Palestinians, reducing them to mere entries in a database.
The use of AI in these “kill chains” has prompted severe criticism from international human rights organizations. A joint statement signed by over a hundred groups, including Amnesty International, warned that the expansion of AI in military operations risks greater civilian bloodshed and a complete lack of accountability. Reports indicate that in Gaza, the systems have been used to create an “algorithmic death-world,” where the scale and speed of targeting are so immense that it places the entire population under a state of potential lethality. Critics also point to the problematic “Where’s Daddy?” system for its specific tactic of targeting individuals in civilian environments, which many argue is a violation of international law.
In response, adversaries like Iran and Hezbollah are reportedly developing counter-AI strategies, including “data poisoning” (feeding false information to confuse algorithms), digital camouflage, and electronic warfare to disrupt targeting systems. Meanwhile, the Israeli government is investing in the next frontier: space-based laser technology, as announced by Defense Minister Israel Katz, aiming to develop weapons capable of striking targets from space to maintain a strategic advantage. This highlights the relentless technological arms race, where the “Eye of Sauron” is constantly evolving, raising the stakes for warfare in the 21st century.
